The Fully Developed Claims (FDC) program is a voluntary option that allows veterans to submit all available evidence at the time of filing, in exchange for faster processing. When you file an FDC, you certify that you have submitted or identified all evidence relevant to your claim and that you have no additional evidence to submit.
The FDC program does not change the rating criteria or the amount of compensation — it only affects processing speed. FDC claims are generally decided significantly faster than standard claims because the VA does not need to spend time requesting and waiting for evidence.
To file an FDC, submit VA Form 21-526EZ and check the box indicating you want to use the FDC program. Include all supporting evidence: private medical records, nexus opinions, buddy statements, and any other relevant documentation. Identify any VA treatment records by facility and date range so the VA can retrieve them.
The VA will still schedule a C&P exam if one is needed — FDC does not mean the VA skips the exam. It means that all evidence you are responsible for submitting is already in the file.
If the VA determines during processing that additional evidence development is needed (for example, obtaining service records from a different archive), the claim may be converted from FDC to standard processing. This does not hurt the veteran — the claim continues to be processed, just potentially with a longer timeline.
FDC is particularly effective when you have a straightforward claim with clear evidence: a current diagnosis, documented in-service event, and a favorable nexus opinion. For complex claims involving multiple conditions or difficult-to-establish nexus, the standard claim process may be more appropriate because it preserves your right to submit additional evidence as it becomes available.
